I played War in the East (not 2). I don't want to be too harsh but it's a game that cannot see the forest for the trees. Lots of details but the big picture gets lost and imbalanced.

WarPlan works much better.

Not even the trees. I got stuck in the weeds there for a good year of my life but found too many systems that broke down under closer scrutiny and ruined the immersion for me.

I am pondering changing the rail repair rate to 2 or even 1 per turn to be more realistic...

I wish you had the ability to do this by locations, Russia vs everywhere else.

Europe used one rail rate...but Russia used a different and it took much more time to repair the rail there than in European countries.
I remember one board game I played, SSI War in the East, a HUGE 6 foot by 4 foot map...and the Germans could only repair 1 rail per turn, and only had so many units that could perform that repair so had to chose which line to repair to assist expansion.

I don't think it would really effect the Axis and most of the allies since the countries in Europe are pretty small...

Perhaps someone would like to test this?

I don't know if this is possible to implement this. But, perhaps the game can limit the rail repair rate to X per turn east of a specific line of hexes. I think hex 187, x is the good choice.
