Still a "guess" : Perhaps the game could differentiate the PoH of anti-aircraft missiles with/without lateral thruster against anti-ballistic missiles.

I suspect this incident most likely explains why the USN was so eager to get the PAC-3 (lateral thruster equipped) into the MK-41 VLS.
