Hi, It is used for building units. However it is also the target for firebombing and fires damage other industry in hex. If you are forced into night bombing you will almost have to firebomb in order to hit anything at all. But in daylight firebombing is also more effective. Think of it this way. The way you as the player order the bombers to carry incendiary bombs is by "targeting" Manpower. Any other City Attack target tells them to use HE.

Does each hit represent damaged or destroyed industry, or resources, etc?
I have not played that far to find out yet for myself - My PBEMs go about one for one with real time.

Couple of questions -
Tokyo has, as I recall, 1340 Hvy Ind. If you damage 1200 of it in May - how long will it take to repair that? 1 point per day at a cost of 1000 supply per point?

Hi, Yes at 1 repair a day Tokyo will never repair. Also I hope Japan does not have the supply to repair even if it had the time.

Operation "Stomp Tokyo" is being conducted by the B-29 groups on Tinian and Saipan while Operation "Eclipse" is being conducted by groups on Guam. "eclipse" seeks out the largest remaining resource centers for targets. This will reduce the amount of direct supply Japan produces. (hopefully the lack of oil prevents the conversion of resource to supply by Heavy industry)

I'm playing the AI because no human wants to be Japan and it's faster.
