I've been thinking about how to bring some inter-service rivalry into the game and this is the HQ organisation I came up with. The main change to the in-game org structure is to move HQ Combined Fleet out from under Southern Army.

To see if and how this works I'll need up to 4 x Field Marshals and 4 x Admirals, but we could trial it with less.
Let me know here in the AAR if you are interested in taking on a role.

A few more details for the IJA:

Each Army Group has at least one subordinate Area Army HQ and Air Army HQ with units assigned to each.
Each Area Army HQ will have IJA Army HQs, land combat units, base forces and construction engineer units assigned.
Each Air Army will have a number of Air Div HQs, IJAAF base force units and air units assigned.

All in-game subordinate allocation of IJN units will be removed to create a pure IJA chain of command, with a separate IJN chain of command, eg: HQ Southern Fleet and HQ Southwest Area Fleets and various other IJN land units will be subordinate to IJN commanders only.

As the game date is 16 Jun 1942, I could kick things off as roles are taken by providing a situation report on the theatre, then asking the role player to provide high level Army Group orders. I will then implement Army Group orders by entering the in-game tactical orders to subordinate HQs and units.

For the IJN:

The main task forces have already been created so they will be assigned to Command HQs to support operations (CV, CVL, CVE, BB, CA, CL, CS, DD, SS, LSD, AK).

Each Command HQ will have at least one subordinate Fleet HQ and one subordinate Air Fleet HQ with units assigned to each, as well as the temporary allocation of major task forces.
Each Fleet HQ will have IJN base forces, SNLF, naval guard units, engineer units, auxiliary ships and smaller ships / boats assigned to them for local patrols (eg: DMS, PB, SC, xAK, xAP)
Each Air Fleet HQ will have a number of Air Flotillas, IJNAF base force units and air units assigned.

All in-game subordinate IJA units will be moved to IJA chains of command, eg: 31st Army is under command HQ 4th Fleet in game, so this will be changed to HQ Southern Army or a subordinate Area Army HQ such as HQ 8th Area Army through negotiation.

How exactly would orders/desires be enacted? 2 players and others contribute through separate threads? I'll take Southeast fleet as my first preference I guess, depending on time commitment needed. Not quite sure how the fleets will work considering combined fleet encompasses most things and is the normal actor involved in most fleet maneuvers/engagements.

ADM Anachro, a few thoughts:

- I could assign task forces and ships to each naval Command HQ by negotiation, either permanently or temporarily, which might involve other Admirals
- I was expecting just to use this AAR as the War Council room, to discuss plans and negotiate allocation of forces in here
- Each Command HQ could issue "orders" to 1 or 2 levels below their HQ, so general guidance on where to move units to, targets to go for, where to send raids, etc, but the idea is not for the role players to get into details like setting reaction ranges or patrol arcs.
- as CIC I will hold power of veto on any crazy ideas before entering orders in the game, to avoid someone hijacking the game.
- it might work best to just get weekly strategic orders from the role players to guide operations, so I can keep up the pace at about one game turn per day.

For each ADM I could assign CA task forces and below, but allocation of CVs and BBs should probably include the boss of the Combined Fleet in the negotiation.

For SEAF, you currently have 1xBB task force, 3xCA task forces and 3x CL task forces in your area.
I could prepare a diagram showing what units are where and then we could figure out what to do next.
One of the main questions is whether to try and mass enough force to invade New Caledonia or Fiji, or whether to switch to the defensive and start digging in.
Any further advance south would need negotiation with HQ Southern Army for the ongoing use of 14th Army in this part of the world.

VADM Masaichi has transferred his flag to DD Fubuki at Dili while BBs Yamashiro and Fuso lead amphibious invasion task forces.

He's not happy, as he just found out that the AKE's are at Koepang. The BBs and their invasion task forces will have to wait until the AKEs move to Dili to rearm the big guns...

It doesn't need both Allies and Japan to do this at the same time, either side could do this on their own, but it probably would get more interest before the first turn starts.
There isn't enough interest at this point, so I will just continue to try and split my personality 8 ways!
I am still very open to receiving input from the peanut gallery, but will just lump all forumites together as being staff officers on the Imperial General HQ.

Just waiting for CrackSabbath to finish work on his Friday and get the turn back to me, so here is a picture of the current strategic situation on 21 Jun 42.

I've been thinking about withdrawing 14th Army from SEAF and moving it to reinforce Southern Army in NE India. 14th Army has 2x Divisions and lots of supporting artillery. It would make a big difference at a place like Chittagong right about now. It also has a Southern Army reserve Div in support at Rabaul.

Redeploying 14th Army would need a few more of the Infantry Groups to be bought out of Japan to join 17th Army, so I am saving up PPs to do that. Those Infantry Groups will become 40-something Divisions when other subordinate units arrive.

Darwin will be captured within a week, so 16th Army will also become available for its next operation. 16th Army also has 2x Divisions and a few supporting units, with a Southern Army reserve Div at Dili. With so much allied force in NE India, I suspect that Ceylon is lightly defended. 16th Army could try a raid on Ceylon, or the east India coast to try and divert some allied force from around Calcutta. Defence of the DEI would have to be handed over to the IJN and Southern Fleet which could be risky, but I feel that I would have time to adjust back if the allies threatened that area. At the moment the allies seem focussed on SOPAC and NE India.

A few other details:
- 3rd Fleet will move to Timor to provide some naval support in that area, in case of damage to important ships that might need some emergency repairs
- 1st Fleet will move to Guam for the same reason, to start preparing for the future Mahanian "decisive battle" for the Marianas.
- 2nd Fleet will move to Rangoon even though BBs can't go up the river there. To save fuel, I am thinking about moving all BBs (apart from the Kongos that will stay with KB) to Combined Fleet / 1st Fleet in reserve in the near future, and just keep the CAs in the forward Fleet areas.

KB is about to sortie to NEAF to help capture Attu and Adak Islands, then spend a few weeks of July doing upgrades, then most likely move to SEAF to see what they can sink.

Put the Betties at one thousand feet, set them to torpedoes but have no torpedoes available. They will then bomb with the normal bomb load with no penalties. But Kates seem to work better at this.

The PB crews are not well trained. Use the Ansyu PBs since they can survive a torpedo hit. Use the smallest ones as CMcs.

Use SCs in shallow water only, give them good captains.

The PB crews are not well trained. Use the Ansyu PBs since they can survive a torpedo hit. Use the smallest ones as CMcs.

I agree that the crew experience and leader ratings are generally awful, so that doesn't help.
I just checked the sunk ships list and I've lost one PB Ansyu to a Dutch torpedo and one to a USN torpedo. Not many IJN ships have survived a sub launched torpedo hit this war, and I can't remember an Ansyu surviving a torpedo hit.

Right now my Escort Force includes:
8 x DD Momi escorting large TK
7 x DD Wakatake escorting large TK/AO
9 x DD Kamikaze escorting CVEs (used as close support for amphib assaults, not on convoy escort duty)
4 x E Shimushi escorting large TK
4 x E Tomozuru escorting large TK

106 x PB Ansyu (less a few sunk now) escorting 14 knot or faster xAK Lima, xAK Toho, xAPs. Some are also used in SNLF fast transport task forces but I don't want to use them in dedicated ASW task forces or they'll just get themselves sunk.
31 x PB Kiso as medium TK escort and also a handful of small Resource convoys due to their slow speed
69 x PB Tosu as small TK, xAK Aden and xAK Akasi escorts due to their speed match

CMs Yaeyama and Shirataka have recently converted to Escort and will be used for local escort duty in 4th Fleet, escorting random supply, fuel and troop movements.

9 x TB Otori will get their Escort conversion in August. They will be used to replace the PBs that are currently escorting the small AOs. That is all I get until 1943.

Use SCs in shallow water only, give them good captains.

I am generally using the SCs in divisions of 3 boats near major TK convoy ports and routes.
I've had 3x Divs patrolling off Singkawang, Samah and Cam Ranh Bay but they haven't spotted allied subs for ages, so I will move those Divs to Truk, Rabaul and Tulagi.

The problem is that there aren't enough decent skippers to command all of these ASW boats as E, PB and SC all need LTs to command them. This is the state of the IJN LT pool at the moment.
The IJN LT school isn't churning out many future CAPTs or ADMs...

These LTs are going up against USN sub skippers who probably have aggression and naval skill in the 70s.

Great in theory Joe, but two problems:
1. the allied subs around there stay in deep water, and
2. the are no LTs that meet your criteria of being good captains with high naval skill or aggression (I prioritise the decent LTs to being E-boat skippers)
