It was not known if protocol would allow for Ottoman forces to land in occupied Spanish territory. It was desired to land the 2nd Army in Tunis, which is occupied by Great Britain, so as to be able to march on Tripoli at the beginning of the war.

Apparently, there is no problem in moving into any province that is controlled by an ally.

Gibraltar

he Spanish King must be mad-he is actually laying siege to Gibraltar. If Spain was to actually capture it there would be some strategic implications for Great Britain. I do not think it is likely to fall.

Strength Comparisons

Ottoman forces continue a rapid increase in numbers and quality. All powers except Spain and Sweden are increasing also.

Austrian Moral

Austria has taken a horrible fall in moral due to losing Empire status. I suspect the loss of empire will be revered in April. However, that will not reveres this major drop in moral-not for a couple of years.

Austria lost Saxony to Prussia and had to let the war lapse. It has had some riots-things must be tougher for Austria than what I can see in my reports. Sort of sad, but it had to happen-for the good of the Sultan and his beloved children.

This report only partially covers total trade. Recently, trades were begun with France. There is now a total of 30 spice and 15 luxuries being exported to France. This should help in it recovering moral faster.

The O.E. took a 20 point loss due to the DoW. It is still holding almost a 100 point lead over Great Britain.

Well, you see, there is this thing called a National Harem. I could find out how many children, but it would take a while. 500 may be about just right-of course-all the boy are fit to be Sultan.

Prussia is walking away with its tail between its legs-Spain will be defeated. It will not take too long.

Again, the change breakdown. The DoW on Spain cost a little bit of glory. It will be made up in the not too distant future.

How swiftly things change. It was three against one with G.B. as the underdog-now it is three against one with Spain as the underdog-however, that dog can't swim. Spain will be cornered like a rat with no place to run.

Spain looks to be moving its main forces north. The Russians are also moving closer to its western borders-something is going on there.

2nd Army

The 2nd Army is in position to storm Tripoli. It has been reduced in strength for the African operations. It will be increased when it returns to Europe.

Italy

The stage is set, but for what? The first Army will advance on Venice this month. There is still no state of war with Prussia. Just what will the Prussian King do? He honored his agreement with Spain when G.B. attacked Spain-will he do the same now?

The first four items on the list were the doctrines which were available in 1792. Hot Shot was acquired with naval experience points.

It was 1801 by the time that organized withdrawal was acquired. several of the early upgrades are quite cheap-costing 60 to 75 experience points. Formation drilling cost 270 alone.

The following were added by mid 1807. These upgrades are bringing Ottoman forces up to European standards.

These are the last few of the current list of doctrines. Levee in Mass and Universal Mobb cost 330 in experience together. Those will give Ottoman forces more strategic depth-and staying power.

A rapid pace of upgrades will continue.
