Hanoi: The recent set of public trials of suspected Viet Minh agents and criminals is nearing an end. Testimony and confessions concerning assassinations, bombings, and political unrest in the French Indochina Colonies clearly indicate that the support structure for these orchestrated activities is the "lawless" enclave in Southeast China created by the political vacuum following the rout of Nationalist Chinese Forces across the common border by the Japanese. The Governor-General of the Colony has reportedly formally asked The Foreign Ministry in Paris for instructions and/or recommendations about how to deal with this cross-border insurgency.

The passing of the Balfour Declaration results in key dominions becoming more openly critical of his foreign policy, with New Zealand taking a lead in advocating a more aggressive stance against the Japanese. Meanwhile, Canada takes the opposite extreme in advocating disarmament and pacifism. A number of the dominions, particularly Australia, Canada, and New Zealand, threaten to conduct their own foreign policy when it comes to Japanese aggression, up to including declaring war, or declining to do so. The agreement to fortify Singapore has little effect in negating the ill feeling when the conference ends.

At home, the Conservative Party is in crisis. The fallout from the Imperial Conference, combined with the 1926 General Strike, aggressive posturing from Italy, and unease at home over the ongoing Asian War weaken Prime Minister Baldwin’s government. Additionally, his Chancellor of the Exchequer, the ever-unpredictable Winston Churchill, embarks on a speaking tour calling for rearmament and restoration of the British Empire “the way it ought to be”, and openly supports the United States. His message receives mixed reviews with the British public and press. Baldwin privately calls Churchill a “traitor” and says he’d relieve him of his post had he not feared it would bring down his government. On the other side, former Labour Prime Minister Ramsay MacDonald is calling for elections to restore him as prime minister, calling for “peace and security through equitable treaties” among nations. Both Churchill and MacDonald are seen as cranks by the establishment, but in this period of British discontentment they cannot be ignored…

France moves into China

Paris: In the aftermath of treaty agreements signed today by both the French Republic and the Representatives of the Nationalist Chinese Government, The Foreign Ministry has made the following Policy Pronouncements concerning the state of affairs of the common border areas between the two Governments in Southeast China:

(1) China has asked for, and will receive, support to re-establish the common border between China and French Indochina. This support will include, but not be limited to, French Colonial Police and Customs Agents actively taking control, under Chinese Supervision, of both sides of border crossings between the parties. It is hoped that this action will help lead to the re-establishment of the legitimate Chinese legal authority over this region.

(2) During the interim period, and for the foreseeable future, French Colonial Military forces have been granted extra-legal status by Chinese Authorities for Chinese Territory that extends for a distance of 100 km from the common border. This action is deemed necessary to make up for the lack of manpower and support resources that are available from the Nationalist Chinese at this time.

(3) French Military forces have been granted freedom of action, as they deem necessary, to pursue enemy combatants and insurgents both within and outside the 100 km border area. Therefore, the French Foreign Ministry has announced that a Policy of "Poursuite de Chaud" now exists in the area in question. This policy will allow French Colonial Forces to pursue and destroy enemy combatants and insurgents who have established supply basis and sanctuaries in the border region.

Message delivered from the Empire of Japan to the French Foreign Ministry in Paris and the French embassy in Tokyo -

"The French Republic is reminded that the petition for the independence of the Guangxi autonomous region was recognized by Japan and the Greater East Asian Co-Prosperity Sphere on September 3, 1926. Whether France recognizes this reality or not is irrelevant - the fact is physically, politically, and militarily this area is no longer part of China, and considered a special protectorate of the Japanese Empire. Our local military commander has been granted complete freedom of action to protect the region from any incursion, and the French would be wise to stay south of the border lest an avoidable unfortunate incident occur.

The Viet Minh were a problem on both sides of the border, but fortunately they are no match for the Imperial Army. Security in Guangxi has greatly improved in the last few months. If the French require assistance in suppressing this common problem of ours, the Imperial Army can be sent anywhere into Indo-China on short notice - at their request, of course".

AFTER ACTION REPORTS FOR 12/05/26

The French troops crossed the border from Indo-China into Guangxi Province, Japanese Occupied China, at dawn. Quickly seizing all of the border crossings, they found them completely unmanned, everything neat and tidy. Establishing a perimeter about a mile from the border, scouts reported a Japanese ground force about 10 miles from the border. The troops unusual camouflage uniforms reveal they are probably SNLF troops. While they have established their own perimeter, they do not seem to have taken any extraordinary offensive or defensive action.

About 100 yards from the main border crossing is a hut with a large sign in front, reading in both Japanese and French “Command Post”. After painstakingly sweeping the area for mines and booby-traps, the hut is deemed clear. Soldiers then bring Brigadier General Dax, French Indochina Tonkin Division Commander, inside. He finds a single note found sitting on a table, with a vase full of native flowers, in the middle of the hut’s main room. The note reads, in French, “Welcome friends! We look forward to once again working with you against a common enemy, to reach our common goal of greater security to Southeast Asia!”

Gen. Dax, a hardened veteran of the Great War, read the note several times, before muttering a sentence that began with “What the…”, and ending with words that are unprintable.

Tokyo journal by Roland Hendricks, of Reuters:
Mr. Takamatsu eased himself into his seat for our usual meeting at our café.
“So…”, I began, “exactly what is going on in Southern China?”
Mr. Takamatsu shrugged his shoulders. “Nothing new. The French took over the Sino-Indochinese border like they said they would. Other then that, it’s been pretty quiet”.
“So…”, I started again, “does this mean you’re at war with France now?”
“Of course not, Mr. Hendricks, why should we be at war with France?”
“Well, let’s see, they just crossed into territory you claim is theirs. My sources tell me, and I had to use foreign sources since your newspapers are not reporting it, that you told them not to do that. So, exactly what is going on?”
“I already answered that question, Mr. Hendricks, nothing”.
After a long silence, I started again, “Alright let me rephrase the question…”
Looking a bit flustered, Mr. Takamatsu interrupted “Mr. Hendricks, will you give me permission to speak off the record?”
That was something new – Mr. Takamatsu never asked to speak off the record. I put down my pad and pencil. “Go ahead”, I said.
“The truth is, Mr. Hendricks, I truly do not know what is going on in southern China. When I heard the French had crossed the border, I too though that meant would mean war with them. But that assumption has proved false, and not only have my superiors not told me what is going on, but they don't seem to know that answer either. I am in the very unusual position of knowing less then you probably do about the situation. What do you know?”
Now we had two unusual things happen today. “All I know is, the French crossed the border expecting a fight, and there was none. They control the main border crossing now, and they too are wondering what’s going on”.
Mr. Takamatsu displayed a weak smile – ironically the first genuine smile I think he ever showed me. “Well, I can’t fault them for thinking either of those things”.
This was going nowhere, so I decided to change the subject. “How is the Emperor? The rumors are…”
Mr. Takamatsu interrupted me again, saying almost in a monotone “Our beloved Emperor is resting comfortably, recovering from what his physicians describe as a stubborn cold. Routine matters proceed normally. Should anything extraordinary arise, our beloved Emperor is fully capable of attending to it on the instant”. I noted Mr. Takamatsu’s plastered smile had returned, but his eyes looked very, very sad and uncertain.

Dateline, Hanoi, French Indochina: New reports from the nearby Chinese Border Region describe what appears to be a very unusual situation. Thousands of French Colonial and Japanese Imperial soldiers, armed to the teeth, facing-off within a short distance from one another under what seem to be surrealistic circumstances. No one present seems to understand how the current situation has developed, nor are they willing to make a prediction on what is next to come. Local traders and villagers freely go about their business in the shadow of two army groups that both seem to be going out of their way not to provoke a confrontation with each other.

...Adding to the surreal nature of the situation, last night, occurring at infrequent intervals but at least once an hour, maniacal laughter and inhuman screams could be heard deep within the jungle. New French recruits had a sleepless night, while the Great War veterans seemed to take it in stride. Tonight, the sound of scattered, distant gunfire, shouting, and even occasional artillery salvos could be heard. Again, the Great War veterans calmed the younger recruits, saying the firing is behind the Japanese lines, and aiming in the opposite direction of the French lines. Still, the situation is a bit unnerving. The following morning, December 12, a carrier pigeon flew to a perch on the hut dubbed the "Command Post". The message it carried read "We have the Viet Minh on the run! Stay exactly where you are, so they can't escape into Indo-China! You're doing great, comrades, thank you for your assistance!"
