What will the gearing limits be for the next turn?
Somewhere there has to be some settings for the current gearing limits. To find it, in this example, search for the one of the two strings: "2, 1, 1, 1, 5, 1, 4, 3, 1, 1, 1" or "1, 0, 0, 0, 4, 0, 3, 2, 0, 0, 0"; the game might save the limits as either how many were built last turn, or how many can be built this turn.
If you could change those values, it would be a lot less work.

Hmm. Interesting. Upon looking at a saved file, it looks like the gearing limits are not stored by Country/Unit Type, but by Unit Type/Country, which strikes me as perverse. I think, but am not sure, that they are the numbers after "ProductionForm". I am not certain about that; I can't figure out what all the minus ones are if that is the case. I am not going to spend any more time on this right now, but that is the first place I would look.
I thought I knew how to play this game....

CVP's have to be on a CV in order to move during a naval air. Is that what you're trying to do; i.e., move the two CVP's in port at Malta during a naval air? If so, that's not a legal move.ORIGINAL: Divadov

Originally you could fly CVP missions from land hexes but that was abused heavily, FREX the crappy old CW 3-range CVPs would get dropped off in Africa and react into sea zones to give a 4 surprise point advantage when the CPs there were attacked by subs. So the game had an errata that allowed CVPs on land allowed to only fly rebase missions.
