Leaders:

They matter. Thus, after I use PP to remove Restricted command, second priority is always leaders.

- Land combat units, you want to have good land and aggressiveness. Also, Admin helps too to get your unit to be less disabled.

- don't forget your HQs, Admin is pretty good there and obviously depends what sort of HQ is in question, what else is required

- Sub captains. Don't go crazy about guys who have good Naval skills but huge aggressiveness. They get your subs skilled. At first, prefer decent Naval and moderate to low Aggressiveness until sub gets crew exp to 60+

- Leadership and Inspiration, first gains more exp, latter more morale. You want to have good Leadership when your ships/subs are gaining experience. Also good inspiration with low-morale land units. Low morale units are more easily destroyed or surrender easily.

- note that when you click Air HQ TOE button and then Torpedoes, you can determine how many torpedoes unit tries to keep in inventory. Very useful and saves you from adding them manually.

- I try always to put good Naval leader with low Aggressiveness to any Transport TF (when having excess PP). It has not been proven, but I think it helps with mishaps like collisions.

- don't forget to change ship captains either. Some of your combat ships have abysmal captains. You want best for your ships. You cannot take that PP to next game, so use it!

And remember. Best is often detrimental to good. Think before putting 25 PP CO before 5 PP CO if short of PP.

Not vouching this to be 100% accurate, but it's guideline from forum:

Ditto on the Tpt TF leaders. I have found that since I started making the captain with the best Naval skill the flagship commander my rate of collisions is much better (lower). Same for commercial ship captains, who can often be changed for no PPs. I also think higher naval skill helps those merchies dodge torps and bombs a bit better, and use their AA more effectively (although that one may be crew experience instead of captain's naval skill).

It is pretty annoying e.g. with Tanker convoys to have TK as largest ship and thus the TF CO is some doofus with Naval skill of 13... :D
