The Battle of An Lao began when the PAVN/VC captured the district headquarters of An Lão, about 300 miles (480 km) from Saigon. The PAVN/VC were successful in repeatedly beating back large numbers of counterattacking ARVN troops. This battle was the first time in that area that the PAVN/VC "used the new tactic of coordinating main force units with local and guerrilla forces." The battle resulted in 150 PAVN/VC killed, 300 ARVN casualties and two U.S. killed.

The executive committee of the American Friends of Vietnam met for the first time. The AFVN was founded in the United States to encourage U.S. support for the Diệm government. The members included many prominent politicians, both Democrat and Republican, including John F. Kennedy, Hubert Humphrey and Mike Mansfield. The committee invited General John W. O'Daniel ("Iron Mike") to serve as Chairman of the Board of AFV. O'Daniel was a fervent supporter of Ngô Đình Diệm.

The Joint Chiefs of Staff of the United States Department of Defense requested that the ceiling of 342 U.S. military personnel in South Vietnam be raised. With the ongoing withdrawal of the French, the manpower ceiling had become a "serious handicap." Dulles turned down the request to avoid violating the Geneva Accords which prohibited any increases in foreign military personnel in Vietnam.
South Vietnam withdrew from the French Union Assembly and terminated many financial and economic agreements with France, thus severing nearly all its former colonial ties to France.

The Viet Cong "lack sufficient strength, do not have a popular base and are faced with a central government whose efficiency to deal with the subversion threat has gradually improved."

The USS Core docked in Saigon carrying 32 CH-21 Shawnee 20-passenger helicopters, four single-engine training planes and about 400 U.S. crewmen of the 8th and 57th Transportation Companies (Helicopter Light), the first U.S. Army helicopter units to deploy to South Vietnam. In addition 15 T-28C Trojans were provided to the RVNAF.

The NLF [National Liberation Front] was created at a conference at Xom Giua near the Cambodian border and the city of Tây Ninh. The conference was attended by 100 delegates from more than a dozen political parties and religious groups, but was dominated by the North Vietnamese communist party. The NLF was said to include "all the patriots from all social strata, political parties, religions and nationalities" with the objective of overthrowing the "U.S. imperialists" and its "puppet administration" in Saigon.
A Vietnamese historian has said that the creation of the NLF was to emphasize that the VC struggle against South Vietnam and the U.S. had legitimate roots in the south and "to give the USSR and China no reason to oppose the armed struggle." Both the Soviet Union and China had been skeptical about the wisdom of North Vietnam attempting to reunite Vietnam by force.

Operation HARVEST MOON initiated. The ARVN 1/5, 1/6 and 11th BDQ Bns will launch a search and destroy operation in the Que Son Valley from Thang Binh to Que Son. Task Force DELTA (SLF 2/1, 3/3, 2/7, 2/9 Marines) will stand ready to reinforce if needed.
