Actually, I have managed to find a couple of locals who play
(unfortunately, the game has not been translated into Japanese, but a local player has used a machine translater and posted the rules online (in Japanese)..

If they had a Japanese version, it would definitely lead to many of the local game players here to play I think...But that
decision is up to corporate Matrix....
To quote from Evans/Peattie`s {Kaigun}

Hi!
Osaka in Japan.
Only 10 minutes form my house, there is a very very old Anti Aircraft Gun base which was used in WWII. One family is living inside of it without permission since end of the WWII[X(]. I'm sorry my English is very bad.[:(]
