In the US, demonstrations of sailors without jobs make headlines in the press. The merchant navy is competing in South America in such a way, that more and more ships are being mothballed. Now trade with Europe and the Far East is almost non existant, due to the oil embargo and the war zones, sailors demand compensation.
Slowly, Congress realises that the hassle about the Bataafse Petroleum is drawing it's attention away from the needs of the US citizens and workers. A bill is proposed to allow Merchant shipping to all countries of the world. This effectively means that the United States refutes naval war zones. The President sees the opportunities this bill gives and decides to support it.

Tokyo reacts furious! This cannot be! First the US government makes an illegal trade agreement possible between the British imperialists and the Dutch and now the announcement that the US merchant ships can enter ports at war with goods. Surely the oil embargo must be lifted? But no, the President doesn't lift that embargo! That's an outrage. Germany and Italy decide to boycot any US products for as long as the oil embargo against Japan is in place. One chit moved from the Japanese entry to the tension pool.

There are now 10 chits in both entry, 6 chits in the Ge/It and 3 in the Japan tension pools.

The Java, the Dutch FTR and the Dutch INF gets scrapped. Germany scraps a Rumanian LND.

Germany produces 28 build points, saves 6 oil and uses 4 for reorganisation. 12 oil remain for future use. It repairs the Courbet and the Scheer. Builds are 3 pilots, FTR3, 2 LND, INF, PARA and MIL.

Italy produces 11 build points, saves 2 oil and uses 1 for reorganisation. 5 oil remain for future use. It repairs the Dunkerque and builds 2 pilots, a LND3 and a MIL.

Japan produces 17 build pionts, saves 3 oil and uses 2 for reorganisation. 6 oil remain for future use. It repairs the Hiei and builds 2 INF, 2 CVP1, NAV3, 2 pilots.

The French produces nothing and saves 1 oil. No oil is used for reorganisation. 5 oil remain for future use.

The USSR produces 23 build points, saves 10 oil and uses 2 for reorganisation. 30 oil remain for future use. It builds 3 MIL, 2 INF, CAV, 2 pilots, FTR2, FTR3.

The US produces 30 build points, saves 1 oil and uses 1 oil for reorganisation. 6 oil remain for further use. It builds a TRS, AMPH, CVL, 2 CP, MAR, PARA, 4 pilots, 4 CVP1.

The CW produces 25 build points, saves 11 oil and uses 6 oil for reorganisation. 47 oil remain for further use. It starts 2 TRS and builds 2 CP, 2 pilots, 2 FTR2, 2 INF and Rydz.

French Sudan and Anglo Egyptian Sudan are conquered by Italy. The Netherlands is conquered by Germany, The Dutch East Indies are conquered by Japan and Italian Somaliland is conquered by the Commonwealth. The BB Gouden Leeuw is taken by Germany, while another Dutch cruiser escapes and a second one is destroyed on the shipyards.

French Sudan, the Dutch East Indies and Italian Somaliland didn't have national anthems during the war.

Estonia is liberated by Germany. Iraq is liberated by Italy. Germany returns all territory to Iraq. This means that Iraqi forces will now cooperate with both Italy and Germany, making Bagdad a secondary supply source for both nations. This makes things with supply a little bit better in Iraq...

The Allies win the initiative. The Axis don't ask for a reroll. The Allies want to move first.

September/October 1941, Allied impulse number 1:

US congress is still struggling with the skandal around the illegal money transfers to the British. American companies which are trading oil to the Commonwealth are now even talking about the fact that the US needs to pay damages to them, since due to this illegal act, those companies were not able to sell as many oil to the CW as they would haven done without the illegal deal between the US, the CW and the Bataafse Petroleum. No US DoW's.

USSR takes a land, CW and France naval and the US a combined action.

US convoys leave the US to make a chain to the UK. The oil will be delivered to the UK, instead of to Canada.

The CW and France put convoy escorts at sea. The CV's sail on convoy escort duty in the Atlantic, transport pick up units in the UK and Canada, among which is Montgomery, the Montreal and London Mil, a Canadian INF and a British INF.

The CW has now a battle Fleet in Liverpool, at Trincomalee and at Brisbane. The last two are supported by CV's. Churchill is slowly thinking about going to the offensive against the Italians in Africa.

The convoy escorts are looking to be in good order. The only sea area where a NAV can't reach is the North Atlantic, but there are two CV's in the sea area on escort duty...

The weather on the eastern front is rapidly deteriorating. The rains announce the beginning of the mud season, which hampers movement of troops. The decision is made not to rail move a factory, but to extract the 7-4 Siberian from the Manchurian front towards Persia. It is likely that the Persian and Iraqi mountains will see a lot of action due to better weather during winter...

In the Ukraine, Timoshenko orders the frontline to towards the Germans one hex. This makes for a better defendable position.

At the Belorussian Front, Zhukov orders the reserves into the frontlines. The front here also looks like it will hold for quite some time...

September/October 1941, Axis impulse number 3:

It's raining in the major land area's at the moment. Rain, that's terrible weather to move and fight in. Therefore, Germany and Japan takes naval actions. Italy takes a land action.

The German battlefleet sails out of Gibraltar to Cape Verde Bassin. Small elements of the German fleet enter the Central Atlantic, together with the SUB's.

The German fleet wants a fight in the Cape Verde Bassin. Admiral Lütjens searches for the enemy. After sailing through a rainshower, a destroyer spots merchant ships.

Lütjes realises that he did surprise the enemy and the big guns of the Bismark, Wien, Gneisenau and Scharnhorst open fire (4 surprise points you to choose a surface combat):

The French cruiser makes such a fight, that most of the convoys and the transport could escape. On the German side, the Wien absorbs the damage. The French build good battleships...

Another rainshower is used by the convoys to escape from the scene (search rolls don't succeed).

In the Central Atlantic, Dönitz SUB's, supported by two old German BB's and the Yugoslavian cruiser Dalmaciya search for enemy shipping.

The French cruiser prepares to engage the Yugoslavians, when suddenly, torpedoes are seen in the water. After being hit, the cruiser runs for cover into another rainshower...

However, depthcharges from the escorts of the French cruiser forces the German submarine to return to base.

Again, after the first round, both sides fail to find eachother.

In the Red Sea, the German AMPH arrives and picks up an Italian GAR. The Germans don't want a fight, but the CW does:
