Meh, fuel is not a problem. If there is too much of it, turn off local refineries.
Just send some large ships there with empty fuel tanks. Disband them in port and refuel. BBs/CVs are best. You can also use large xAKs for this. Empty their fuel tanks by moving fuel into DDs or something, and reroute slightly during return trip to Japan.
You can also fill AOs while disbanded. That way, Pier Size is not a problem for fuel loading.

You won't lose much attacking the Chinese with tanks but you may want to have at least a mixed brigade there for defense in case the Chinese get frisky. Bomb the unit with as many different strikes as is possible to use up the supplies, keep the fatigue and disruption up. Use different bases, different types of bombers, and different altitudes to do so. Even fighters carrying bombs will work but keep their altitude up so they are less likely to get shot down. Even Nates will work at Normal range.
Seek peace but keep your gun handy.
