Use Oil:

Germany:
All units are reorganized for 2 oil (1,9). Use two oil from Prague.

Italy:
All units are reorganized for 2 oil (2,914). Use two oil from Turin.

Japan:
All units are reorganized for 1 oil (1,25). Use one oil from Canton.

VF:
Reorganize all.
