I've checked the script and it deducts NM points from the USSR in this instance, so I wonder if something else (mentioned or not mentioned) has happened.

For instance, has Stalin announced that he will be leading the defence of Moscow (DE 408)?

There are some other instances that can cause increases too, some time based, some event based.

What date is it in your game?

I've tried to install on steam version but it doesn't show up in list of campaigns when I try to start single player or hotseat (or i assume multiplayer) game. any idea what i'm doing wrong?

It looks as though you've placed the campaign in with the official campaigns, yet as it's a mod it needs to go elsewhere.

Typically mods have to go here:

C:\Users\[Your User Name]\Documents\My Games\Strategic Command WWII - War In Europe\Campaigns

There will be an update to the mod in the coming weeks, there has not been one in a while.

The main focus will be tweaking based on the last few SC patches. However I’m open to comments on game balance (please state SP or PBEM) as well if anyone is aware of an error etc. please let me know but I believe it’s running quite smoothly.

Maybe the Turkish variant is too poweful.
Soviet mobilization is quite strong...

I’ve received the same feedback in PM and will be making a change to this to lower the increase of the mobilization and also make it a range rather than fixed mobilization increase.

I tried doing this (not steam) with the mod and it's not showing up. What else could be the problem?

No, there was nothing else in Campaigns

I've had this game for 5 years and pretty sure I've installed it more than once.

For the non-steam it should be set up as below.
Don't know about where it goes with Steam.
If you have the game loaded with both Steam and non Steam, I would think you might need to be sure you are starting it with the non-steam version.
Also make sure all the files in the sub folder are there too.

No I don't have Steam...but thanks. The game seems to be loaded now and starting. However I did not see a DAT file with the download.
