Starting on the 31st of October, 1991, Duluth, Minnesota (not Georgia) in the USA received 36 inches from one storm when only a few inches were expected. It did not melt until the next spring. Think of all of that snow with some roads with a 20% to 30% slope, with the Lake or the Harbor on the downhill slide . . . [X(]

No worries - just clear some of the snow off the street and shove it down to the harbour to make a run-out ramp like they have for big trucks with failing brakes on mountain roads. Every hour or so dump a new batch of snow to make up for what got washed away. Station tow trucks with exorbitant fees next to the snow ramp with the city taking a third of the revenue. Charge fees for ships docking at the ramps - gotta get the economy moving again!
