why when you give an order to a HQ unit to assault or probe does it put FLAK units in the front?

There are some anomolies in the older version of the game that have been addressed in COTA. One of these includes formations leading assaults with non-line units like HQs and flak. It is hard to tell what is going on in your SC. If you had highlighted the headquarters with the assault order so that we could see the waypoints of the order it would be helpful.

I am one who provided feedback on this phenomenom in order to get it addressed. One aspect turned out to be that the AI makes some strange decisions on the form up point for an assault if left to do so on it's own. I was issuing assault orders with no form up point, just a location of the assault itself. There will ALWAYS be a form up point and the AI will choose it on it's own if the player does not. I learned to be more specific in my orders setting a way point for form up and then a location for the assault. Also, leaving the route "unspecified" can lead to formations not doing what you expect as they can sometimes choose a circuitous route. If you want an assault straight across the field between you and the enemy it is best to choose "shortest" as the route.

Non of the advice above will eliminate the anomoly completely short of taking command of each and every unit and that is not the best way to enjoy the game, but being more specific in attack orders can improve your units performance.
