Playing as Red ?

In the Russia 41 scenario, after extensive builds in the first few turns, I am now areound early Sept and am getting No pp? So, I cannot build any new troops formations? help!

you can produce Political Points in your towns.

You can also 'create' political points by disbanding units.  If you have an HQ that is hopelessly out of supply, it is a good idea to disband and save the 5 political points.

I did not know they where produced! oopps, also, are extra supplies stored turn to turn, seems I start out producing like 8500?

I think HQ's have an unlimited capacity for storing supply, but units are limited.
 
Click on the HQ and you can see the supply stats in a table on the bottom left of the playing screen. If you select a unit and hover your mouse over the "Stock" statistic, it tells you the max that unit can store.

Be careful though, although the HQ's have unlimited supply storage, it still has weight and needs transport to carry it. 10 supply has weight 1.
That messed me up when I couldn't figure out what kept stopping my HQ's from moving

Sorry, yes Snoman is right! I fell for that one. It took me ages to figure out why my HQ refused to move!! [:D]

Staff units only affect subordinate formations as far as I can tell.

There is a quick graphic to indicate the movement type of a unit right next to its name. its show a fuel can if it is in supply movement.

Other reason why an HQ cannot move is for example low mobility and aircraft in it too. And units/HQ with aircraft in them can only move to other airfields or towns. Then the aircraft maybe able to get their, but the slow movers will not be able to move so far, so the unit as a whole will not be able to move at all. (same goes for ships in a HQ unit)

The russia 1941 scenario has also a event that gives one side 100 PP.
"Breakthrough in R&D". But that happens randomly.
 
I would set always a small amount of PP´s to produce since you NEED upgrades in that scenario
at least when playing as PBEM.
I usually adjust my production for each turn. I produce what i need and send it to the right places.
So why producing 10k supply when i need only 6k per turn ?
Waste of production capacity. And as Snoman said it will slow down your HQ when you don´t have enough transport capacity there.

Staff fight as rifle but are 2x as expensive. You can put them in non-hq units but they staffing effect only occurs when they are in HQ. So it is a bit of a desperate move to put your officers on the front line.

But sometimes that last step in defense is needed to stop the enemy
or prevent him from getting control over a special hex. And with some luck it´s successful.

acually staff is the same cost as rifle but it fights only half as well.

but the principle remains the same. :)
