Road Building

Could somebody give me a pointer on how engineering points/road building works? I have a Unit with 5 Engineers fully supplied - nothing else - but it can't build a road - whereas my HQ with 5 Engineers in it can.

Are you sure you let the engineers sit long enough to amass engineering points for the road?

That was the problem. I was getting "unit can never cannot build road" when I place my cursor over the darkened Build Road button.

5 Engineers are nothing. They generate only 10 EP per turn.
 
For a road into a plain hex you need 20 EP. A road into swamp, heavy forrest or low mountains doubles that.
A bridge over a river cost 50EP and 100EP over a stream (manual says 100/river and 50/stream).
Airfield cost 100EP and a fortification 150EP.
 
Most of my "normal" engineer units have 40 engineers, but i also use 80 engineers sometimes if i need
a new fortification each turn. Try to keep the engineers mobile by trucks.

I forgot: With my stronger engineer units equipped with trucks i usually
make 3-4 road parts per turn depending on the terrain. Often their speed
is the key especially in random games without any roads.

Yeah you should atleast have 40 engineers in a unit if you plan on getting anything done.
