What are the hex scale limitations using the editor for Battlefront?

None. A hex is a hex, they don't have a size.

Generally speaking they are meant to be about 1k across.
 
But a smart scenario designer is not limited to that.

There is no formal scale setting in the editor, it is decided by the scenario creator who scales the map and settings like artillery ranges accordingly. A scale of 1km/hex is typical, but there's no actual restriction.
