One thing that the AI should pay attention to is the Diplomatic Spending of the Allies, especially with regards to Turkey. Once the US enters the game the US and Britain can easily bring Turkey into their alliance in 2 turns. Having Turkey enter into the fray in '42 or '43 is pretty devastating for the Axis as it totally exposes the Balkans and a backdoor path to Italy. If the Germans spend DPs for one effort to counter the allies attempts to exert pressure on Turkey it is usually enough to keep the Turks on the side lines for another year since the allies won't have the DPs to exert more pressure any time soon.

It seems somewhat odd that Finland costs 70 DP while Turkey only 55 DP. The chance of Germany getting Finland is almost nill in a 1939 game, while Turkey is easy pickings for the allies once the US enters.
