Would it have any effect on the blockade to garrison the islands off the coast of the Secesh states with heavy artillery? Could heavy artillery replace cruisers on station?

No. Heavy Artillery can block movement through adjacent rivers, so they are great for shutting down the Mississippi River (put one on land on either side of the mouth of the river), but they don't do anything to ocean areas.
