Regardless of historic perspectives, I would like to suggest a change to defeating Holland.

Currently, I do not try to "invade" Holland. Instead, I commit 1-3 divisions whose sole function is to cause casualties. I can knock Holland out on base morale and have all the Dutch vicotry hexes delivered by default.

To add an element of replayability I suggest a base morale to be selected at the beginning of a scenario that is on a bell curve; higher chances of near historical levels (+/- original game level) but a possibility of (significantly) lower or higher base levels. Holland could fall very quickly or fight for a very long time. Either way, a German player would have to be much more caustious planning the Dutch campaign.

I don't think it is really possible to implement your idea... Since National moral is available in the game.

The only thing I could see is reducing the chance that Holland surrender to 10% per points bellow 40% morale.
