10K supply requirment for Jap facturies to produce items? is this true?

Could someone conform the statement i read in one of the post om Japanese production to function effectively?

Does this mean that in every Jap base where production of any kind is ongoing, you need all the time +10k supplies in the base?
Does this also apply to manpower, light and heavy inductry centres equally?

(note that i do not confuse this whith the 10K requirement to 'repair' or expand damaged production centres.) What i refer to is the actual production items/points these centres should be producing)

You do not need supplies for industry to work. If the factories are operational they will consume heavy industry points from the pool.
You however do need at least 10000 supplies in a base where your factories are damaged or not repaired in order to repair them. It costs 1000 supplies per point, requires at least 10000 supplies at the base and will repair one point per turn.

While the 10k supply is not necessary for them to operate, I have found that it is a good idea to keep at least 10k of supply in each of your HI industry bases so you can expand/repair as necessary.
