Resources, supplies, etc

Does anyone understand the relationship between all these things? As I understand it, resources get converted to supplies by heavy industry. Supplies get converted by all your other factories into those things (aircraft, ground elements, armaments). I am trying to mod the game to increase the industrial capacity of both the Axis and SU - with the SU bit added just to be 'fair'. It is really about Germany going to a war economy a bit earlier. I am also upgrading all the TOEs so will need that extra capacity (and a better managed army) to fill those out.

I am making many more resources than are apparently needed - or at least used - by the heavy industry sector - but not all the HI capacity is used (not enough resources). In turn, the HI capacity seems ample to run all the other factories - but there are always idle plants due to apparent lack of supplies. So is there an inefficiency factor at work here? Invisible drains on resources or supplies? Some magic ratio that will get everything working?

On a semi-separate note: do these things get upgraded 'organically' by the game or is the industrial capacity at the start of the game what I will need to live by for the rest of the war.
