If making scenario, how do you adjust starting manpower in pool for sides? Also, can you change leader info for a scenario? Doesn't seem to save leader changes.

To change leader stats, you have to go into the Generic Data editor.

I think changing manpower pool levels is scenario specific, but I'd like to know how to do that (and armament pool levels) as well.

Thought there was a way to increase/decrease start vehicles too. Can't find that now either

I'm not at my gaming computer but in order to set starting manpower and vehicles, you have to go to the tab in the editor that lists all of the pieces of equipment (forgot the name) and do a search for "Manpower" and "Vehicles". I believe both of these are at the bottom of the list. Once you click them, you should be able to set the starting numbers for the scenario. I can look closer at this when I get home this evening.

For some reason these elements got "hidden" - they don't appear on the list to the right. You still can access them by searching on manpower (slot 1482) and vehicle (1483). Then as Trey says you may adjust Axis and Soviet pools accordingly.

I'll make them visible.

Last question Helpless, how do I set the withdraw date to: 'NO'? Tried entering 0's or -1 or No when asking or dates, but that just made it jan 1, 1941.

Go to the withdrawal list and delete particular entry by clicking on it's id.

Well now has it say 'No' for withdraw, but turns to withdraw still shows on unit info and map hover. Odd?

You need to seed withdrawals once you altering the list -> SEED text button on this list.
