Black or white Unit Size Text

Is there a way to change which color unit size text (e.g. XXXX, XXX, XX, X, III, II, I) a unit uses? Some use black (all German and German minor allies except for SS elite and non-elite) and some use white (All Soviet and SS elite and non-elite). Is that hard coded or can it be changed?

Also, is there a way to change the color of the text displayed on the bottom of the counters as well?
