Campaign: Poland. 12% casualty

It is Sept 15, and I have 12% casualty. do I need to start over? IE, France will be a problem? Or can I make it up with action cards?

Yes, France will be a problem . . . but not an insurmountable one. You have to rely more on your artillery support to keep your casualties down.
