It's a bit of a fudge but I can get the unit to deploy two FASCAM minefields by making it an Artillery gun with a range of 600m. I originally had it at 300m but as soon as it deployed the minefield it would get destroyed by the minefield.[:D]. I've set the damage from the gun to be 0 and I've given the unit no salvos to fire but it seems to still have at least one salvo. This should keep it from acting like a real artillery gun as long as the enemy is not range and the FSCC from tasking it as well.
The real M128 took 9 mins to deploy 800 mines for a 60m x 500m minefield and took 20mins to reload. So it might pay to have a house rule of one minefield at a time.
