I have noticed the game automatically switches some HQs/units refit percentages, even when there is plenty of manpower. I thought I saw a post on the forums, although I can not find it again, wherein this was discussed as some sort of rotation feature. Anyone know the deal? Are units left in line too long auto changed or something, or am I remembering the forum post incorrectly?

Sounds like your were looking at discussion of .08.0, which had some extra rules about refit and maximum refit allowed when in contact with enemy forces.

Was all removed, in later versions.

Maybe you are looking at the HQ TOE%, the game starts with hq toe, most hq, just above what's already in the hq. This is to conserve on manpower. Active hq should be at least 94%. Not aware of any auto changes.
