Reinforcement Turn

Loving this game. I've made several scenarios already. Nothing post-worthy though.

When placing units on the map, I am seeing a difference between setup phase and turn 1 reinforcement.
I may be misunderstanding how to do this correctly, but I cannot find a way to have units set up
and then reinforce on turn 1 for the second moving side.

What I see happening may require setup forces to be setup on a turn "zero" and then reinforcements that can still happen on turn "one"

The second player turn should come after the first player turn has committed and played 1/2 a game turn.
It seems to me that turn 1 and setup are merged.

I will clarify if needs be.

Yes the Pre-Game Segment and the Reinforcement Segment are merged. There can still be forces entering on Turn 1. Use Setup Zones on a board edge and the system or the player sets up the reinforcements as well during Setup. To avoid those units engaging in the first Player Turn you could limit the visibility for the scenario. This set to unlimited as default and could be altered in the Scenario Attributes.

In what way can you enter reinforcements? Is it preset in every scenario?

The scenario designer puts units to enter and turn to enter in the editor. Then the Reinforcement Segment will stop and let you enter your units, according to scenario designer decision.
