Noob question

I ma playing the lasted beta version and the Alt-CV scenario against the Russian AI. On turn #2, most of my units have no movement values. I used most of their movement points on turn #1. The units are not isolated. Even the ones that did not move that far east have no movement points. I do not remember this happening before.

What is causing this?
