Axis Unbalanced Strategy

I have played a number of times on various levels as both Axis and Allied. Notice that AI never seems to concentrate enough forces to the defense of Berlin when my Soviet Juggernaut is finally approaching. Most Axis resources seem to always be focused on defending the Siegfried line and Balkans. Usually only a garrison unit and a few Corps defending Berlin Seelow heights area. Another glitch is that Germany seems to focus on aircraft building in latter part of war to the exclusion of some much needed ground troops to try plug the dykes.. Would be great to hear if anyone has the same experience.

Don't play AI, play PBEM .
The AI is easily beaten regardless whether you play Axis or Allied

In my opinion PBEM 1939 is grossly slanted towards Axis. The placement of Russian reinforcements is absurd and they are easily destroyed. Why even have them?
