Rising Sun battleships loose effectiveness

I have played the Rising Sun module repeatedly, and now (version 4.1.7) the battleships firepower has become much less effective. In Java Sea battle, a destroyer has greater effectiveness than a battleship! When did this change?

You shouldn't have to do this yourself, but if it is really annoying you, go to OOBP/OOB WW2 Data/Content/Data. Make a copy of the units.csv file and then change every stat to your heart's content. Notepad++ is a free app and is best to use, imo. Also, for single player use only.

I understand that the effectiveness of battleships was changed with the Kriegsmarine mod, but now heavy cruisers are more effective than battleships in the Rising Sun scenarios. This does not make sense to me.
