True Multiplayer Possible?

I expect the answer would require extensive modding or coding, but I am wondering whether anyone has considered if it would be possible to have more than 2 players involved in a campaign? I understand this is obviously possible if everyone lives in the same house. But from what I can tell of the PBEM server, once you start a 2-player game, the game only appears in the queue to those two players.

I am thinking it would be great of there was an ability to play 5-player campaigns:

1. US/France
2. UK and Western-aligned Allied Minors
3. Soviet Union and Soviet-aligned Allied Minors
4. Germany
5. Italy and Axis Minors

I am thinking it would really enliven things.

Similar question here but with a twist that might not involve any new coding. Bare with me here....

1 - Start a standard 2 player hot seat game. (Let's assume we have sides chosen as elxaim has laid out and that the Axis is making the first move.)
2 - Germany makes his moves and saves the game before ending his turn. he then sends that file to Italy.
3 - Italy makes his moves, saves the game as 1a and then ends his turn and sees the results and then saves another game as 1b. Italy then sends 1b to Germany so that he can see the overall result of turn 1.
4 - At that point Italy sends 1b to US/France and play continues.

I see only one flaw with this system and that is my question. . . Would the same saved game file produce DIFFERENT results each time it is ended due to different 'die rolls'. I haven't tested this so I'm hoping that someone knows before I waste my time.
