I know there's been made discussion on the forum about leaders and where they are best suited but it's one of those thing i've always struggled with.

You can't do everthing at one go, at most two but usually only one leader change is possible per trun so were to start?

Is it best to change your front HQ using Mech, Inf, Init attr and only after your satisfied go up chain using morale and admin as the main attributes? Or the other way round?

One per turn? As the Axis I sort assigned leaders by dismissal cost, lowest = 1, and work my way up the list, removing all the duds (low M or I). This gets rid of 4 or 5 on T1. In terms of combat, AGS has some tough nuts to crack so you may want to prioritise down there.

Soviet, there aint enough Mr Z's and as the Axis has the capacity to encircle multiple armies ie surrounding your well led army without a shot...best commanders in front of Moscow and hang on....

I would say start with your lowest levels first (Soviet armies, German corps) as they are the most important. But if you want to change everybody in the least cost it can make sense to start with the top guys first and work down - see https://www.matrixgames.com/forums/tm.asp?m=4698265 You can use the spreadsheet tool I made in EvK library to do this very efficiently if you want [:D]

The advice from old to prioritise admin in higher leaders is wrong - I have asked repeatedly for the rationale and it has never been given. The range penalties in the higher HQs will mean higher admin in higher HQs is a waste. Instead you should choose those with the highest morale for higher HQs, those with the highest initiative/admin/infantry/mech for the lowest HQs.

Well, I decided to look into this based on the responses here, and much to my surprise I found that I could replace the leader of 17th Army (Stulpnagel) with Kesselring. Kesselring has some very good stats, but does it make any sense that I can replace a ground army leader with an air army leader? (note, I using v1.11.03)

Kesselring for much of the war was a ground commander not an air commander. The Luftwaffe had existed for barely a decade, if you had had a lifetime career in the military it would not mostly have been as an air commander either. So Germany did have a handful of officers who were experienced both as senior ground commanders and as air commanders. Kesselring is one of them.
