Food Issue - Where's me grub goin?

Ok so I can't wrap my mind around this issue and in true OCD grognard fashion I can't look past it

In the zone i am producing +218 food
23 food is being consumed by workers
only 111 food is being sent to the SHQ
While the stock is a mere 46

this doesn't add up !

And not helpful given that my SHQ is losing 51 food per turn

p.s. the breakdown of my production is 129 from the zone while 89 was delivered by zone militia
p.p.s. By the way what does it mean delivered by zone milita??

Zone militia are supplied from your stocks by your SHQ using the logistics network. The militia then replaces in your stores what the militia were supplied. They're self funded after all, doing their bit for the zone and national safety, their labour and supplies are part of their taxes anyway.

Yeah that makes no sense. You should have 84 food in the zone stockpile. It could make sense if you had MORE than 84 (if there was already some in the pile), but having less than that makes no sense.

It's either a bug or something is missing from the reporting. I know there are events where thieves steal food - could that be it? Can the corporation or criminals steal food (I think they only steal private sector credits)?

The Zone will keep 1 turn of consumption - 2 in case of food - in Storage. Indeed every piece of Stockpile Space it does not need for that, it will hand off to the SHQ.

Indeed the numbers do not add up. 111 out + 46 storage + 23 consumption means some of those propably had to be thrown out for lack of Logistics to move them? But then how did Ammo, Metal and Recruits move out?

You have 0 fuel consumption in the town, wich means not even a T1 Truck stop? Water, Fuel, Energy, IP and Emergency Food travel for free - but everything else need logistics capacity. Do you got a non-privatized Truckstop only? Or no truckstop at all? T1 Public truckstop is usually the 1st thing I get in a new city.

The SHQ does things in this order:
- Delivery to Zones
- Delivery to units
- wait for production
- retrival from zones
- Send replacements

Ah, a T3 start.
"Transport Hub I" is the Private economy version of the Transport hub. No capacity or range, but blocks out you building one there instead. Nationalize it and the Scavenger. Consider scavenger first: Rare Metals sell for around 5 Credits with the traders, so getting the money back is easy.

I started starting on Tech Level 4, because then I got the Hub and Scavenger already nationalized, plus some tech like Solar Panels.

You could try the tooltips of all Food related entries. Maybe there is something that explains it?
Maybe also check Reports -> Zone?
However things not appearing in logs (or with wrong entries) is a pretty common occurence at this stage of development. If it persists for more then 1 turn, you can start to worry.
