Differences in Kirov City stats

Differences in Kirov City stats

Playing using Beta 1.12.05 the stats for Kirov had dropped off (the city was showing on the map but it would not register Kirov as being present). I fixed this by reinstalling the game and restarting a 1941 to 1945 scenario. While I was doing this I noticed that in the editor it was showing that Kirov should more industries then was shown in the games. See editor data below.

In turn 1 of the 1941 to 1945 scenario. Is this an intensional discrepancy?
