Axis Turn 1 rule clarification

As far as I can tell if you transfer SU (up and down the command chain) in T1 for the Axis the command penalty for transferring SU applies. IMO since it is T1 this should not apply if you want to attach Pioneers etc with certain units in order to break through the soviet lines. Is this working as intended?

if you mean the 50% loss of CPP for a transfer, then yes its WAD. Realise there are a number of valuable SUs in odd places (in terms of the game engine).

the other side to it, there will be very few situations on T1 when what is critical is a given SU with max CPP, best to assign them out in terms of how you see need for T4+ when your CPP will be down and fatigue up (or, in other words, force mix may really matter as the combat ratios narrow)
