The game I am playing on hard or whatever the one above normal is. The aliens are built like tanks. Seriously, a medium tank is what I need to handle them.

if you start in a hostile planet, you should get model design council as first council pick; this will give you the tools to defend yourself from the early foes (raiders, slavers, mutants, spiders)

also, you should also avoid expanding

You have a couple options.

First is to swarm them with quantity of bad starting units, while focusing on setting up your economy.

Second is to focus on improving your military until you get combat armor and gaus rifle, at which point you can start pushing back the wild life with relative ease.

Either way, until you get more powerful items for your infantry, be on the defense. Push your units next to hostile ones and let them attack you. Most aliens have high defense values and mediocre attack ones, so if you attack them, they will slaughter you weak starting units (especially militia) but if you defend and they attack you, you can cull them easily.

Usually good tips, but these guys are insane.

has several attributes : Polymer IV 40% more HP and classified as hard target), Absorption 2 (hits won't register if modified attack value is not higher then hp), Trampler 3 (up to 30% combat bonus vs infantry and guns), Burrow 2 (can burrow under your troops when attacking. Better attack in forest, city, and mountains), Fast 2, Cunning and Jumper 2 (40% combat bonus in mountains and ruins)

Both have +31% movement as well.

My troops

Militia
64 hp
25/50 soft attack/def
12/25 hard attack/def

Gauss Rifle with combat armor. If I can get enough of them to entrench and not be flanked, they can do some damage.
285 hp
89/178 soft att/def
44/89 hard att/def

It is really the Heavy and Medium tanks with high velocity guns that can hurt them, but in a forest or mountain they are very tough.

They don't benefit from Commanders nor Postures though, use that to your advantage if you can afford to !

Well militia doesn't have one, however I am building up those. I have wars to the west, more critters non-aligned and rebels to the south and now a major (and nemesis) threatening in the east. In the south and northern area I have 2 alien factions with these guys. So I am a little stretched right now!
