Surrendered Units

In WITE one of the goals of the Germans was to have Russian units surrender as it reduced the number of units available to Russia. Is this still the case in WITE2? I have not seen any remarks in AARs of numbers of units surrendered so am wondering if it is still a German goal. Granted I have only played to Turn 10 as Germans at lvl 110 (many times) where my strategy has been to balance pockets with advances, but there seems to be a never ending supply of units for the Russians to maintain a hefty front along the line

27.2.1. Destroyed Soviet units that
Return to the game
Any Soviet Rifle or Mechanized division destroyed before
November 41 will return 4+Random(23) turns later as a
Rifle division.
Destroyed Soviet tank divisions will return in 11 turns
as a tank brigade
Returning Soviet units will be placed in the national
reserve and can be deployed to the map when a player
wishes to do so.
All these units will need to take on substantial
reinforcements and ground elements in order to become
combat ready.
Depending on how they were destroyed (surrendered
in a pocket or shattered in combat), they may retain a few
of their original elements such as the Soviet Rifle Division
below.

Rebuilding units will have their morale set to 30+
(national morale/4)+ random(national morale/4). This
will never be lower than 30 or higher than 70. The initial
experience for the ground elements in the unit will be set
to 15+ (morale/2). This initial experience will affect the firs

In my experience (played one campaign against Soviet AI up to July 1943), it pays to keep forcing Soviet units to surrender, as much as you can.
That way you keep Red Army not to grow too big and after December 42 you can actually start lowering Soviet army total numbers.
In July 1943, I've ended with 3.3M Soviet army against my 3.9M German army...

Yes, if you can run the Soviets out of units in the early going, you will win. On the other hand, one of the advantages the AI at 110 gets is some extra shell units each turn. So they are less likley to run out of units. They may still run out of men/strong units, so it's still very important to capture/kill as many men as possible in the early going.
