Sky Bow III does not fire

Just notice Taiwan's Sky Bow III does not fire due to very high minimum engagement altitude (100000 ft ASL).

This should be an easy fix. #888. Minimal target altitude is 100000ft-80000ft. Way too high. Attached is the screenshot of the DB entry. DB version is DB3000 v491

Might be better to post in the db mistakes and changes thread. The people focused on the db will be more likely to pick it up.
