Better Smaller Truck Icons

JSGME ready.

Put 'Better Smaller Truck Icons' folder in JSGME utility to enable.

BETTER because I ditched that ugly, orange blob of a truck icon for 'blocked supply' with orange one 'nicked' from DC:B. Looks elegant.

SMALLER because I made all the traffic icons smaller. Take up less space on map. Tried to use ones from DC:B but had problems with enough color showing after reducing size.
