How Does Cooperation Work?

Does cooperation apply to the whole stack or just the units added to the cooperating ones?

For example,
Two French Divisions with attack strength 12;
One British Division with attack strength 12.

Choosing the French Divisions first = 12 + 12 = 24;
then, adding the British Division at 2/3 strength = 8.
Total attack strength is 32.

OR,
Choosing the French Divisions first = 12 + 12 = 24;
then, adding the British Division = 12.
Total attack strength is 36 multiplied by 2/3 = 24.

I have always thought that it was the first method.

The combat planner should show you what the values are.

If duct tape doesn't fix it then you are not using enough duct tape.

It only shows the value of the multiplier - either 1, 0.83 or 0.66. It doesn't modify the other figures.

Anyway, I answered Mark's query elsewhere based on what it says in the manual (and what must be the case as the order in which units are set up for a single attack cannot be relevant).

Lower left corner of the attack planner. Our Attack and Our Defense will remain the same regardless of the order you commit units. Modified by coopertion penalties but applied to all the attacking units regardless of the order you commit them.

Sorry, I honestly missed your response. Thank you for following up on this post.

It is even more difficult to try and penalize artillery units being massed for bombardments than I thought. My goal is to try and make it so that artillery is only effective when it supports units within its command structure. For example, I was trying to keep players from taking every single artillery formation and massing them on one front at the expense of all others and creating bombards that wipe out several hexes in one turn. But, it looks like I have to punish all units under this situation. Then again, maybe that is the solution.

Certainly I'd say that, in this particular scenario, co-operation between the National Armies should be zero, as they were never mixed in a tactical situation. Within an army, there's no particular reason why artillery should not be massed as indeed it was: it's not like the quiet sectors had heavy artillery batteries sat on their hands during the Battle of the Somme.

The art of co-operation between infantry and artillery at long range advanced enormously during the war. One could look at making the early war artillery non-cooperative with their own infantry, but this would make them just as effective as supporting allied infantry as their own, which is no good. Worth exploring, anyway.

Try Force Communication Level. I have it set to 70 in my WWI scenarios.

does the FCL work as a multiplier of the force cooperation penalty? (so FCL=100 is the default, 50 means twice the penalty).

I don't think you can change this by event, though- what you'd want would be for indirect fire artillery to become much, much more effective at supporting infantry between 1915 and 1918.
