Torpedo Specialty

The description for the torpedo specialty is:

"possible 1st strike attack with 2 strength"

Does this specialty help CV's, BB's and CA's? Or does it only improve the surface attack of subs and DD's?

CVs try not to engage in surface so I wouldn't put it on those ships.

Each unit is a mix of the capital ship and smaller ships.

Thanks for the reply. I was thinking that BB's and CA's really didn't attack with torpedos in WW2 but from your reply it sounds like the only ship type that I should NOT use this specialization for is CVs.
