Sub Areas not Firing

Palermo fires. Naples and Civitavecchia do not.

Hi Tanaka

I can see the reason - they are only set to fire when Austro-Hungarian naval units are present, rather than German ones.

I'll get that fixed, and thanks for pointing it out.
