AI selection of private asset construction is INSANE!

Have a zone spending credits on constructing a Oil II on a hex that has 815 oil left!!!! This is just flat out nuts.

This is an issue with the private asset AI that goes back to the Beta test.

The AI needs to have the following restrictions placed upon it:

1) With the exception of Farms, NO level II asset may be constructed until ALL level I assets have been constructed in a zone. Likewise, no level III private assets may be built until all level II assets have been built (excepting Farms).

2) If public worker happiness is below 65, the AI MUST (except if hunger is present in a zone) construct a QOL asset. The asset chosen MUST be in the lowest current zone QOL category. If say health, security and education is at 50, while entertainment is at 0, then the asset constructed must be an entertainment asset. If more than one category is tied for lowest, then preference is given in order of 1) health, 2) security, 3) education, 4) entertainment.

3) Only when no hunger is present in a zone (the zone is self-sufficient in food), and public happiness is at 65 or higher, may a mining or industrial asset be constructed. If at any time public worker happiness drops below 65, then a QOL asset must be immediately be queued for construction - following the logic of #2 above.

This would go a LONG way towards correcting the lunacy that is present in the AI's selection of private assets to construct.
