Kharkov 1943 supply situation

Does anyone have experience with this scenario - Kharkov 1943? The supply seems off - one supply point for the Soviets, one supply point for Gerry.

The Soviet's one point is literally 9 hexes of arid terrain to the nearest roads. Am I supposed to turn on High Supply or just push into enemy territory with no supply?
If you're STILL making Panzer IIs after seeing your first T-34... you're probably going to lose.

my gut feeling is that this TOAW3 scenario 'd benefit from two things...open the editor...

edit forces

set entrenchment rates: 20 (from 100) it was Winter, it should take many game turns to go to Fortified level, NOT 3 turns (36 hours!) as of now. (not the designer fault, I think this feature was added in TOAW4)
set stockpile supply: 30 for the Red Army
set stockpile supply : 40 for the Axis

still low, but more realistic. The Axis 'stockpile could probably be even higher..60? as they were close to their depots. The Red Army was at the very end of their logistic chain instead..
