Turn 45: Defeated city defenders and moved troops in zone Gigamas city
Turn 46: Gigamas scavengers trigger empty trade offer dialogue

... and Gigamas scavenger troops are still present on the map.

Lol, actually not a bug :lol: .

Game settings are tech level 4 and included nemesis AI. Nemesis and strongest maior AI player on the map seems to have lost one of his 2 starting cities to the scavengers - and strangely enough, seems not to prioritize to take it back :? . Scavengers got comfy and - since they still control another city - have not been eliminated correctly.
