[1706] NoNav Zones seem to cause pauses

If one runs the attached in acceleration mode, single or double flame or even reduced acceleration, one notices that timelapse stops periodically for some seconds, then reconvenes, then stops again etc. If one removes the non nav zones for both sides in the editor, then the acceleration runs more or less as expected.

(on purpose the save contains an "uneventful" part of the scenario (no weapons on air or at sea) to better illustrate the point.

I still see pauses, but there is indeed improvement in the speed :)

No idea if it is a bug, or the required calculations cause the performance slowdown.
