Outer Core System Start Bug

I'm using the official update version 1.3.0.3 with all 4 DLC's installed and no mods. I like to use the Outer Core system placement setting yet at least half of the time it sticks me in the Far Regions. I complained about this problem a year ago yet see no improvement.

I like the Outer Core initial placement setting yet it doesn't do a good job of starting me in the Outer Core area, at least half of the time it sticks my starting system in the Far Regions. I have to do multiple starts just to get a fairly decent placement and I ended up using the Inner Core one to get something that wasn't in the Far Region boonies.

The Inner Core should be the first third of the way from the center to the edge and placement should be around 25% of the way from the center. The Outer Core should be the second third of the way from center to edge with placement mainly around the 50% mark giving a good position for expanding in all directions.

The Far Regions should be the last third of the way from center to edge with placement around the 75% area. The worst place to start an empire is along the galactic edge and I saw this stupid placement too many times which caused a restart. The last 10-15% of the area from the edge of a galaxy should not be used for empire placement as it only places that empire in a poor spot for expansion. Only independent colonies and pirates should start in the very outer edge of a galaxy.

We've made improvements in this area in our recent public betas. Have you tried this on these latest versions?
